The Shift

A state that finished its realignment

Kentucky was once a Democratic registration state — a holdover from its border-state history. That era is over. In 2023, registered Republicans outnumbered registered Democrats for the first time in state history, completing a realignment that had been visible in election results for two decades.

Today both of Kentucky’s U.S. senators are Republicans, five of its six congressional seats are held by Republicans, and the state legislature is controlled by Republican supermajorities large enough to override a governor’s veto.

The governor is a Democrat

Kentucky’s governor, Andy Beshear, is a Democrat re-elected in 2023 — proof that Kentuckians will split tickets for the right candidate even while voting Republican federally. The legislature’s GOP supermajorities, however, can override his vetoes, so policy remains firmly conservative.

Two blue islands

Louisville (Jefferson County) and Lexington (Fayette County) lean Democratic, like most large cities nationwide. They were the only two counties the GOP didn’t carry in 2024. Step outside them and Kentucky is among the most uniformly conservative places in the country.
